Those percentages don't mean jack without context. And, please, stop kidding yourself, if you're black and you think the police are racist in the US, fly out to Africa or something and live there. I haven't argued that there are no racists in the police force but to say that most brutality faced by blacks is based on racism is frankly, BS.
